Settlement 2 was a settlement constructed by the newly reformed Coalition of Ordered Governments in the post-Locust War era. At an unknown point during this period, there was a major clash between the forces of the COG and the Outsiders which left the settlement either badly damaged or destroyed, and seemingly instigated heightened hostilities between the two factions.
Settlement 2 was often used during the Swarm conflict as an example by leaders on either side in an attempt to intimidate one side into backing down.
