Gerard Leland[]
Leland was the mayor of Landown. After the Locust attacked the city, he requested reinforcements.[1]
Lewis Gavriel[]
Gavriel was the mayor of Pelruan.[2] He advocated for allowing the remnants of the COG to settle on Vectes,[3] and became the official COG representative in the town.[4]
