The High Council of Gorasnaya, sometimes referred to as the Gorasni High Council, was a deliberative assembly that constituted the political leadership of the Republic of Gorasnaya throughout the seventy-nine year conflict known as the Pendulum Wars.[1][2] Following the demonstration of the Hammer of Dawn in the Battle of Bonbourg, the High Council of Gorasnaya refused to accept the impending armistice between the Union of Independent Republics and the Coalition of Ordered Governments.[1][3] With the assistance of Commander Miran Trescu, the council developed a strategy to ensure the continuation of the conflict, ordering Major Garron Paduk to launch an assault against the OZP-11 cosmodrome and initiate Hammer of Dawn strikes against the Coalition.[1][4][5] The Gorasni attack on the cosmodrome in Vasgar ultimately failed after the Coalition destroyed the facility with a Lightmass Missile launched from the island of Azura.[6][7][8]

Following the official adoption of the armistice, the majority of its former allies joined the Coalition, leaving Gorasnaya as the most important member of the Union of Independent Republics.[9][10] As the de facto government of this once proud military collective, the High Council continued to launch guerrilla attacks against the Coalition until the emergence of the Locust Horde.[10][11] The Locust specifically targeted Gorasnaya in the early months of the Locust War, dispatching their master strategist—Zamil Karn—and twelve of their strongest blights to invade the nation.[12][13] This ferocious onslaught resulted in the destruction of the Gorasni Army and the deaths of approximately eight million civilians.[14][15] The carnage presumably contributed to the eventual dissolution of the High Council, permitting Commander Miran Trescu to become the leader of the remaining two million citizens of Gorasnaya.[15][16][17]
